Opening Statement by Dr. Michael J. O’Leary,
Health Development Partners Representative, WHO
2nd National Midwifery Forum, 10-11 June, 2009

H.E. Dr. Mam Bun Heng, Minister, Ministry of Health

Excellencies, Distinguished guests, colleagues, ladies and gentlemen and honored midwives

I am very pleased to be here today to make a few remarks on behalf of the Health Development Partners, at this opening of the 2th National Midwifery Forum 2009.

Following the 1st Midwifery Forum held in December 2005, there have been many important achievements by the Ministry of Health and the Royal government of Cambodia, such as:

- A comprehensive Midwifery Review;
- A High Level Midwifery Task Force charged with developing feasible interventions to strengthen competent midwifery services;
- Increased basic salaries for midwives;
- Financial incentives for assisting delivery at government health facilities; and the
- Development of a new midwifery 3-year curriculum structure.

Recently, the Ministry of Health Joint Annual Performance Review for 2008 indicated a significant increase in the proportion of deliveries assisted by skilled birth attendants. This stood at 44% in 2005 but had risen to 58% in 2008. Importantly, the proportion of women who gave birth in a health facility also rose, from 22% in 2005 to 39% in 2008.

It is a great honor and pleasure to be here today and to address this distinguished gathering at the opening of the 2nd National Midwifery Forum in Cambodia. I would like to express my sincere appreciation to the National Committee for Population and Development, Ministry of Health and the United Nations Population Fund (UNFPA) who have jointly organized this important forum under the critical theme “No Woman Should Die Giving Life”.

His Excellency Sok An, Deputy Prime Minister, Minister in Charge of the Office of the Council of Ministers,
Excellencies,
Distinguished Guests,
Colleagues,
Ladies and Gentlemen;

On behalf of Ms Thoraya Obaid, UNFPA Executive Director, and my colleagues at UNFPA, it is my honour to join you today for Cambodia’s second Midwifery Forum.

I would like to express our thanks to the Royal Government of Cambodia, in particular the National Committee for Population and Development and The Ministry of Health, for organizing today’s event.

The 2nd Midwifery Forum is very timely. Significant progress has been made since the 1st Forum at the end of 2005, yet significant challenges remain. It is important that the 3rd government mandate is updated and briefed on these important issues, and that outstanding challenges are urgently addressed.  

Over the course of the last two days, there have been important presentations and discussions about reproductive, maternal and neonatal health, and specific achievements and challenges related to midwifery training, recruitment, deployment and scaling up of midwifery as a profession. We have heard from experts in multiple sectors, we have seen an impressive video documentary, and we have heard from midwives themselves.  This situation in the field is clear, and the real challenges and needs of midwives are also clear.
