 National Committee for Population and Development (NCPD)

Background

National Committee for Population and Development (NCPD) is comprised of the Senior Minister as the Chairman and the undersecretary of government Ministries/Institutions as members.

The committee previously chaired by Samdech Prime Minister of the Royal Government of Cambodia when its was firstly established in year 2001 by the Royal Decree number ns/rkt/0801/279 dated 21 August 2001. In 2004, the new government was installed with some changes because of political deadlock after general election in 2003. The NCPD was also reorganized under the new Royal Decree number ns/rkt/0804/237 dated 31 August 2004. NCPD was created and mandated to serve as the central coordinating and policy-making body of the government on population issues.

Goal

The overall goal of NCPD is to induce changes in population trends so as to bring the size, composition and distribution of population in line with the needs of sustainable development for poverty alleviation and improvement in the quality of life of all Cambodians.

Missions
The NCPD's missions are to:

  • Ensure the cooperation, and coordination deemed appropriate in the implementation of policies and programs related to population and development issues.
  • Control, monitor and evaluate policies and programs related to the livelihoods, birth spacing services, reproductive health, food security, human resource development, gender and development, environment, urban planning, migration, sustainable development, prevention and improvement of the welfare and participations of the population that related to population and development.
  • Research and disseminate information about the needs and issues involving the population, intended for the RG institutions and organizations.
  • Coordinate and cooperate within the national inter-minis trial, UN agencies especially UNFPA, International and Local Non Governmental Organizations, Civil Societies, Private Sectoral and Research Institutions settings involving in population and development issues to ensure coherence and partnership in implementing the Royal Government policies.
  • Coordinate and cooperate with the committee of the National Assembly, and Senate involved in population and organize and attend workshops, trainings, national and international conferences to assist in achieving the goals, programs and policies of the government.
  • Publish and disseminate policy documents, planning, programs, and information related to population and development.
  • Monitor and develop national population policy and national population strategies more appropriate to suit the current situation in both the region and the world
  • Coordinate with Ministry of Education, Youth and Sports, Ministry of Health, and Ministry of Information to disseminate and sensitize population issues and development into the program of studies.
  • Be responsible other duties provided by the Deputy Prime Minister, Minister in charge of the Office of the Council of Ministers.
  • Submit Quarterly, Semestry, Nine-month and annually reports of the activities to the Government.

Objectives

The main responsibility of the NCPD is to monitor the formulation and implementation of policies and strategies for population. NCPD duties are to ensure cooperation and coordination deemed appropriate in the implementation of policies and programs related to population and development issues and to monitor and evaluate policies and programs related to the livelihoods, development, prevention and improvement of the welfare and participation of the population. NCPD is a technical and information resource agency, working in partnership with national and local government policy and decision makers, UN agencies, governmental and non-governmental organization (NGOs), program implementers, community leaders and civil societies. We will be the leading strategic partners, policy and program advocates for the Population Program.

1. To facilitate policy makers and to consider population and family development factors in the formulation of national development policies and strategies

2. To assist planners and program managers to integrate population and family development into sectoral development program planning

3. To assist implementing agencies involved in population, family development and reproductive health programs to conduct training activities on family/parenting skills based on standardized and systematic modules

4. To increase the awareness, knowledge, attitude and practice of positive family values and norms among community leaders, parents, prospective parents and adolescents

5. To improve the reproductive health status of women and men

6. To contribute towards the development of quality population through strengthening and promotion of family well-being

Long-Term Strategies

1. Strengthen the coordination, monitoring and evaluation mechanism for the augmentation of population, development and human reproductive programs

2. Expand the communication network between the NCPD and the international organizations, government agencies, NGOs and higher institutions of learning for the improvement of NCPD's program

3. Develop NCPD as an information resource centre and the main authority in the fields of population and development and human reproduction

4. Obtain recognition for qualified and competent personnel through consultant services and international programs

Short-Term Strategies

1. Promote significant issues relevant to population, family development and human reproduction for the policy makers and program planners

2. Strengthen the role of the NCPD as a regional centre of excellence through strategic exchange programs in the developing and developed countries with the relevant institutions

3. Review, improve and further develop products and family programs in accordance with current needs

4. Carry out researches and studies either in the field of population, family development and human reproduction where the findings will provide valuable input for the central agency and other relevant authorities

5. Create a team of trained and competent personnel at all levels to implement the NCPD's programs and activities developed by NCPD

6. Strengthen the NCPD as a resource and referral centre to serve the local community

7. Obtain solid backing of the Government by implementing programs and activities that would convince the central Government to approve the recruitment of additional personnel, increased financial allocation and improvement of infrastructure

8. Establish a structured coordination mechanism for program implementation at the state and district level

9. Enhance cooperation with relevant strategic agencies through cooperation and smart partnership in implementing programs in the areas of population, training and education as well as research and development

10. Promote education and dissemination of population information through the utilization of CIT

11. Develop a continuous mechanism as a mean to uphold the quality of service and production so that the level of professionalism is maintained according to the established standards

12. To conduct researches in the fields of population, family development and human reproduction as inputs for program and activity planning as well as policy formulations

13. To improve the development of human resource through training and skill enrichment based on current needs.

Annually Main Activities

  • Sensitiz population, reproductive health, gender and development issues in Cambodia, and public dialogue on policy options generated to facilitate a consensus on these issues
  • Conduct short training courses and workshops for mid-level servants (central and provincial) involved in population-related planning and policy-making
  • Conduct seminars/workshops for selected target groups to increase knowledge and understanding of the inter-relationship between population and development
  • Prepare and widely disseminate policy briefs, fact sheets and other advocacy materials on selected population, RH, gender and development issues
  • publish periodic articles on population, RH, and gender and development issues in Khmer, English, and French language newspapers (plus coverage in available Radio/TV discussion forums)
  • Conduct public debates and discussions on selected issues organized and featured in available radio and TV forum
  • Create NCPD's Web Site
  • Bring population, RH and gender concerns into the mainstream of planning and policy making
  • Organize complementary advocacy activities, especially among political, community and other opinion leaders, to increase understanding of the need for a national population policy and in support of its early official adoption and its implementation
  • Build up and strengthene technical capacity for NCPD's staff for integrating population factors and gender concerns into development policies, plans and programs
  • Organize new courses organized for administrators from the central and provincial levels (Royal School of Administration, Royal School of Police...)
  • Hold lobbying meetings with influential groups, especially political, community and other opinion leaders, to build support for early official adoption of the National Population and Development and for its implementation
  • Monitor and develop national population policy and national population strategies and make recommendations into planning, programs and policies
  • Check out any doubt data or unclear issues or detaile for clarification from specialized ministries or institutions or other responsibilities available
  • Analyze NPP and NPS of countries for taking success experiences or making comparison (for improving the understanding and answering to the question may have)
  • Visit successful countries in implementing Population and Development for the improvement of experiences
  • Coordinate with National Institute of Statistics(Ministry of Planning) Center for Population Studies (Royal University of Phnom Penh) and other institutions which are related to National Population Policy and National Population Strategies to get updated data and development planning such as national poverty reduction strategy, SEDPII and Millennium Development Goal etc

  • Published short story on population issues focusing on 10 priorities issues to strengthen the knowledge of population and development through TVs, radios, and other medias
  • Conduct workshops/seminars to strengthen knowledge of the rectangle strategies of the government
  • Coordinated with National Institute of Statistics Ministry of Planning, Center for Population Studies (Royal University of Phnom Penh) and other institutions that related to National Population Policy and National Population Strategies to get new updated data and development planning such as national poverty reduction strategy, SEDPII and Millennium Development Goal etc
  • Coordinated with Ministries of Health Ministry, Education, Youth and Sports and Ministry Information to include the population issues in the program of study
  • Prepared and widely disseminated policy briefs, fact sheets and other advocacy materials on selected population, RH, gender and development issues
  • Propose a pilot project to study and conduct research on political development at the priority areas especially at the borders and prepare a master plan

The Central Office

Sectors of development intervention:

  1. High population grow
  2. High fertility
  3. High mortality
  4. HIV/AIDS epidemic
  5. Migration with a magnitude, direction and composition that hamper development processes
  6. Imbalances in age and sex structure
  7. High incidence of poverty as a result of demographic vulnerability
  8. Low levels of human resources development
  9. Gender inequalities, and
  10. Population pressure on natural resources

The Central Office

At the central office, national coordination, policy formulation, planning, advocacy and monitoring and evaluation of the population program are done by the Office of the Secretary General, and the following sections:

Population Policy Analysis Section,

  1. Advocacy and Dissemination Section,
  2. Training and Development Section, and
  3. Administrative and Accounting Section

Organizational Structure

 

Population Policy Analysis

  • Develops/prepares of Cambodia population policies and operational plans ( i.e., Cambodia Population Management Program Directional Plan 2006-2010) in consultation with various stakeholders.

Advocacy, Dissemination and Information

  • Develops communication and advocacy plan
  • Develops advocacy materials (I.e., State of the Cambodia Population Report)
  • To inform the public and concerned parties regarding the latest developments in the respective areas of population, social and reproductive health programs.
  • To provide a forum for exchange of ideas, opinions and proposals for programs and activities to address current problems.
  • To provide an opportunity for networking among professionals and organization working in the area.

Various topics such as: Population Changes, Trends and Challenges, Parenting (for specific target groups such as young children, adolescents, special groups in difficult circumstances etc.), Family Counseling, Reproductive Health including Family Planning, Women in Development & Others.

Training and Development

Seminars/Conferences/Workshops/Trainings/Forums are conducted in collaboration with relevant government and non-governmental bodies. Orientation on basic concepts and measures used in demography as well as trends and the current situation pertaining to fertility, mortality and migration in Cambodia and globally. With this understanding, development planners and projects implementers will be able to appreciate the linkages between development and population changes and vice versa. This training will facilitate the integration of population factors into development:

  • To provide orientation so as to enable health personnel to manage a family planning program and deliver services
  • To provide knowledge on the National Population and Family Development Program.
  • To provide guidelines to integrate family planning services into the Rural Health Program:
    • Planning and monitoring activities and service providers.
    • Management & family planning services.
  • To provide skills to evaluate the effectiveness of the integration program with the health program and other social development programs.
